MAPPI Jatim – Badan Pengelola Keuangan dan Aset Daerah (BPKAD) Jakarta memastikan saat ini Pemerintah Provinsi DKI Jakarta memiliki aset berupa tanah, gedung dan benda bergerak senilai Rp 400triliun. Dari jumlah tersebut, tercatat ada aset dengan status bermasalah yang bernilai hingga Rp 30triliun.
Kepala BPKAD Jakarta, Heru Budihartono mengatakan, aset bermasalah milik Pemprov DKI Jakarta tersebut mayoritas berupa lahan yang saat ini keberadaannya berstatus digugat, dimanfaatkan, atau secara sengaja diambil oleh oknum-oknum tertentu karena lemahnya pengawasan dan pendataan.
Untuk mengatasi masalah tersebut, Heru mengatakan akan segera melakukan kerjasama dengan Institut Teknologi Bandung (ITB) dalam satu minggu kedepan agar perbaikan manajemen aset dapat segera terwujud.
“Pencatatan aset (nantinya) kalau tanah memakai titik koordinat, gedung-gedung juga begitu. Di wilayah ada Kantor Pengelola Aset Daerah (KPAD) dan siapapun bisa input data dari manapun,” ujar Heru di Balai Kota DKI Jakarta, kemarin.
Untuk menciptakan manajemen aset yang baik, BPKAD membutuhkan dukungan dari Satuan Kerja Perangkat Daerah (SKPD). SKPD dituntut dapat mencatat dan mendata seluruh detail aset yang dimiliki, agar dokumentasi aset di tingkat provinsi dapat akurat tercipta nantinya.
“SKPD kalau mengisi (data aset) dengan niat, setahun bisa selesai. Masalahnya, di beberapa SKPD tidak ada orang khusus untuk mengisi. Padahal input data itu penting, tiap pembelian barang merek harus input. Saat ini sih input berjalan, tapi terlambat,” kata Heru.
Sebelumnya, Ahok mengaku telah menginstruksikan para Wali Kota di DKI Jakarta untuk menjalankan pengambilalihan aset milik Pemprov DKI Jakarta dari oknum-oknum yang memanfaatkan.
Mantan Bupati Belitung Timur itu bahkan sempat mengeluarkan ancaman akan memecat para Wali Kota yang tidak memiliki nyali untuk menjalankan perintahnya tersebut.
Tidak hanya Ahok, Ketua DPRD DKI Jakarta Prasetyo Edi Marsudi juga telah melayangkan kritik terhadap buruknya manajemen aset milik Pemprov DKI Jakarta selama ini. Untuk membantu Pemprov DKI dalam melakukan manajemen aset yang lebih baik, Prasetyo mengatakan akan membentuk sebuah panitia khusus aset beberapa waktu ke depan.
“Saya langsung ke lapangan, kok banyak (aset) yang berubah fungsi? Nama-nama aset juga banyak yang tidak benar. Kita akan luruskan semuanya ini, mumpung kepemimpinan DPRD masih di tangan saya,” ujar Prasetyo.
