MAPPI Jatim – Sengketa pembebasan lahan warga Madyopuro untuk Jalan Tol Malang-Pandaan memasuki babak baru. Badan Pertanahan Nasional (BPN) Kota Malang meminta kepada tim apraisal meninjau kondisi luar biasa yang selama ini belum dilakukan.
Ketua Komisi C, Bambang Sumarto, mengatakan, peninjauan kondisi luar biasa sebagaimana surat BPN ini penting, sebab penilaian harga tanah hanya berdasar Nilai Jual Objek Pajak (NJOP) dan masih belum melakukan sampling harga tanah secara riil.
“Surat yang ditembuskan kepada kami itu merupakan tindak lanjut rapat kerja antara Komisi A dan Komisi C bersama tim apraisal dan juga BPKAD,” katanya.
Lebih rinci diterangkan, uji harga tanah sesuai harga pasaran mutlak diperlukan, sebab bisa jadi ada selisih harga yang cukup signifikan jika tim apraisal hanya meninjau dari nilai NJOP.
“Misalnya ada tanah dan bangunan harganya Rp 500 juta menurut harga pasar, tapi hanya diganti Rp 300 juta kan kasihan. Harusnya tim juga melakukan uji pasar, berapakah harga sesungguhnya yang ada,” bebernya.
Kondisi lain yang dikhawatirkan Bambang yakni, jika ada rumah warga yang masih mengganjal kredit di bank. Masalahnya, jika nantinya diganti hanya cukup menutup tanggungan perumahan, maka warga akan kehilangan tempat tinggalnya.
“Harusnya tim apraisal juga memberi ganti lokasi perumahan yang dibebaskan, kalau hanya uang tunai untuk kasus seperti ini warga kita nanti dirugikan,” tuturnya.
Karena itu, Komisi C mengimbau warga agar melakukan kalkulasi harga sesuai harga pasar dengan tujuan agar tidak ada yang dirugikan dalam pembebasan lahan ini.
